<div class="documentDescription"> reparing for the National Programme – how organisations in the Lincolnshire local health community are working together to get full benefit from new IT.</div><div class="plain"><p>Lincolnshire's record as a strong local health community is enabling its partner organisations to move ahead on the implementation of the National Programme for IT. </p><p>The structure in place across the health and social care partners has been recognised by NHS Connecting for Health - the agency delivering the National Programme - as the way forward for successful implementation.</p><p>Chris Slavin, chair of the Lincolnshire programme board, said: "We've done some work with NHS Connecting for Health which looked at how local health communities were currently operating and whether tools developed centrally were of value or needed to be tweaked for local use before being rolled out more widely.</p><p>"The general perception was that Lincolnshire was well placed to move the National Programme agenda forward. And that's because we operate as a successful local health community with shared responsibility and ownership taken at chief executive level for a range of initiatives of which the National Programme is just one part."</p><p>The local health community (LHC) covers Chris Slavin's Lincolnshire Partnership NHS Trust where he is chief executive, Lincolnshire County Council, three primary care trusts, an ambulance trust and an acute hospitals trust.</p><p>The partnership between them is cemented by the Lincolnshire Strategy Framework - a 10-year plan detailing the LHC's priorities and the work required to deliver them. The priorities include giving children the best start in life; integrated emergency care; caring for people with long term conditions; the care of older people and the recruitment, retention and development of staff.</p><p>Chris said: "We agreed that the best way forward for patients was for us as organisations to work together on areas that are common to all of us. We also agreed that to move forward, the needs of patients had to transcend any organisational interest."</p><p>The strategy's priorities are underpinned by 'strategic themes' - work streams including clinical leadership, choice, sustainable financial strategy, and informatics and technology.</p><p>Chris said: "I'm anxious to ensure that we integrate technology with service delivery, improvements to care and the overall modernisation agenda.</p><p>"But we can't get all this leading edge kit and then fail to develop the wherewithal to maximise the benefits of using it.</p><p>"We need to work in a way across our strategic themes to maximise the benefits that new technology can bring."</p><p>Several measures have been introduced by the LHC as a way for preparing for the implementation of Picture Archiving and Communications Systems (PACS), the NHS Care Records Service and Choose and Book - key elements of the National Programme.</p><p>Staff engagement, investment in infrastructure, training facilities for staff and strong management arrangements have all been put in place to enable 'tangible progress'.</p><p>"There is a commitment at chief executive level to prioritise the National Programme with a key message that it must be done which means making resources and staff time available to do it properly," said Chris.</p><p>"We are also identifying and tackling existing business and clinical processes and populating these with IM&T people to facilitate wider thinking about using the new technology and the opportunities available."</p><p>Lincolnshire's immediate National Programme priority is to pave the way for the installation of PACS, due to be introduced in the autumn.</p><p>Chris said: "It's about preparedness, getting business processes in place, staff trained up and leading.
