ORLANDO, FL - Healthcare IT professionals are the key to solving the problems of the "healthcare mess" in the United States, said Bill Frist, MD, former majority leader of the U.S. Senate and Monday's keynote speaker at HIMSS08.
In his hour-long opening address to conference attendees, Frist described a U.S. healthcare system moving toward crisis, with two alternative political visions of healthcare battling for supremacy.
"The Medicare trust fund will go bankrupt by 2019, over 20 years before the social security fund goes bankrupt," he said. "This a moral issue that must be addressed by the next administration, but there are competing solutions."
Federal spending on entitlement programs will gobble up all revenues by 2030, Frist warned, leaving nothing for other important programs. As the population ages and Medicare recipients live longer, he added, there will be fewer workers to support each retiree.
While both political parties recognize the need for change, they have outlined clearly different paths, Frist said. Republicans emphasize the need to reduce the high cost of healthcare and are leery of an increasing role for the federal government. By contrast, Democrats focus on a major expansion of coverage for the uninsured.
"Cost is a Republican issue, and coverage is a Democratic concern," he said.
Frist, a former Republican senator from Tennessee, called for a "patient-centered," value-driven healthcare system based on competition. He said the role of the federal government should be that of enabler, not problem-solver.
"I don't believe the government will be the engine of healthcare reform," he said. "The consumer will drive reform as long as the incentives are aligned around the patient."
While Frist said healthcare IT professionals would be the backbone of a reformed healthcare system, he did identify two primary hurdles for the widespread adoption of healthcare IT – privacy and security and the cost issue.
"A great responsibility lies with you in this room," Frist told the audience. "Health IT will play the primary role in medical science and technology in the future."
