Singapore awards US$144m EHR contract

A consortium made up by Accenture, Oracle, and Orion Health has won Singapore’s National Electronic Health Record project, a credible source has told FutureGov.
The source said that the consortia bidding for the multi-million dollar project had been notified of the result; an official announcement is expected early next week.
The National EHR project aims to connect all the EMRs in Singapore and achieve the “one patient, one record” vision. The investment was announced by Singapore’s Health Minister Khaw Boon Wan, who pledged strong support to the project even during the financial crisis.
The other consortium includes IBM, local technological company CrimsonLogic as well as health interoperability solutions provider dbMotion.
Instead of the normal RFP (Request for Proposal) process, Ministry of Health Holdings, the holding company of the country’s entire public healthcare sector and the manager of the project, took a different approach. They have required both consortia to run their proposed solutions in real setting before awarding the tender; such costs are covered by the bidders themselves.
This is to ensure that the project will be successful under a short implementation timeline. For the same reason the subsequent roll-out after awarding the contract is expected to be easier.
The first phase is expected to be delivered by December this year, where the NEHR system will go live. The timeline beyond this is not yet clear.
Another interesting development is that Initiate Systems, a data management solution company whose product is used by the Accenture-Oracle consortium, was acquired by IBM earlier this year. |
