有些单词有很多意思，因没有提供必要的语境，所以难以确定（特别是带?者），所有译法仅供参考。

在SNOMED中译为“操作”——尽管不太完美，但个人认为值得采纳

pro-rate:商业英语上是比例税率的意思，是否就直接翻译成按比例计价呢？
assigning authority我觉得可以翻译成“授权机构”
